QUESTION
Could the Minister please advise on the following: What modelling has the Department undertaken in regards to the impact artificial intelligence is likely to have on: jobs across the country; and the impact those changes in employment could have on the economy. Has the Department asked Treasury to produce modelling on a universal basic income.
ANSWER
Senator the Hon Murray Watt: the Minister for Employment and Workplace Relations has provided the following answer to the Senator's question: The department is using a multi-dimensional approach to monitoring the impact of artificial intelligence (AI) on the labour market. It includes a broad range of descriptive statistics along with statistical modelling. The framework is not intended to produce forecasts or projections about the future. It is instead intended to monitor what is happening now in the Australian labour market. The monitoring framework builds on Jobs and Skills Australia's (JSA) 2025 Our Gen AI Transition report , in particular by adopting JSA's scores of each occupation's exposure to automation by generative AI. These AI-exposure scores measure each occupation's potential exposure to automation by generative AI tools. Early findings, based on descriptive statistics, suggest that, since the introduction of ChatGPT in November 2022, the youth labour market has held up well. Employment outcomes for young tertiary graduates have been positive, and there is no sign of rapid reshuffling across occupations. There has been a slight softening in the rate of growth of occupations that are most exposed to AI adoption. The department has not asked Treasury to produce modelling on a universal basic income.
