QUESTION
With regard to the 6 February 2026 statement by United States Under Secretary of State for Arms Control and International Security, Thomas DiNanno, that China has 'conducted nuclear explosive tests', prepared for tests 'with designated yields in the hundreds of tons', and conducted a 'yield-producing test' on 22 June 2020: Is it the Australian Government's assessment that China conducted a yield producing nuclear explosive test on 22 June 2020: if so, what was the estimated explosive yield; and if not, on what basis does the Government disagree with Under Secretary of State DiNanno. Is it the Australian Government's assessment that China conducted a yield producing nuclear explosive test on any other date since China signed the Comprehensive Nuclear Test Ban Treaty; and if so, on what date or dates did any such nuclear explosive test(s) take place. Has any evidence of yield producing explosive nuclear tests by China been detected by the Comprehensive Nuclear-Test Ban Treaty Organisation's International Monitoring System (IMS) stations; and if so, on what occasions was such data (seismic, radionuclide, infrasound or hydroacoustic) obtained by the IMS. Does the Australian Government agree with Under Secretary DiNanno's statement that China has used 'decoupling' to decrease the effectiveness of seismic monitoring, to hide yield producing explosive nuclear testing activities from the world. Has the United States Government provided the Australian Government with any evidence to support of Under Secretary DiNanno's claim concerning decoupling. Does the Australian Government consider article 1 of the Comprehensive Nuclear Test Ban Treaty to ban all nuclear explosive weapon tests or other nuclear explosions, regardless of explosive yield; and is it not the case that there is no explosive yield above zero that is permissible. Has China complied with article 1 of the Comprehensive Nuclear Test Ban Treaty.
ANSWER
Minister Wong - the answer to the honourable Senator's question as follows: Any claims of nuclear testing are deeply concerning. We are engaging directly with the United States and the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO) on these reports. We strongly urge all States to uphold their moratoria on explosive nuclear weapons testing. The terms of Article 1 are clear, as are the dangers that nuclear weapons tests pose. Australia is committed to upholding and strengthening the global norm against explosive nuclear weapons testing, including through our strong support for the CTBT.
