This independent body is now set to strengthen national safety standards and provide critical guidance on high-risk systems.These efforts support the ongoing implementation of the Australian Public Service (APS) AI Plan, which was launched to transform service delivery across departments. With the plan now in motion, public servants are gaining access to generative AI tools to collaborate more effectively. A major milestone is approaching in April 2026, when trials are expected to begin for GovAI Chat, a secure, government-controlled generative AI platform.Elastic global head of government affairs Bill Wright believes these are steps in the right direction, as the plan helps strengthen oversight and governance. Working at the global AI company, Mr Wright spends time looking at different policies around the world, and said Australia’s approach differs, as it is framing clear rules, which enable innovation, rather than create barriers.“In high-risk sectors, such as healthcare, clear accountability and strong data governance are essential; not only for public trust, but for sound scientific practice,” Mr Wright said.The APS AI Plan requires agencies to appoint chief AI officers, train staff and report transparently on AI outcomes. These measures complement the 2024 voluntary AI guardrails and update the Privacy Act, which now tightens rules around automated decision-making and deepfakes.Mr Wright said Australia’s cautious regulatory stance mirrors the US and Japan, which are also pursuing flexible, risk-based frameworks. This contrasts with the EU’s prescriptive AI Act, which many global firms warn could stifle innovation. He said global consistency is key. “As more countries develop their own AI frameworks, alignment across jurisdictions will make it easier for companies to operate responsibly without navigating conflicting rules,” he said.  Elastic global head of government affairs Bill WrightData: the invisible regulatorMr Wright explained successful and responsible AI applications depend on accurate, timely and contextual data. He said for many enterprises, vast, unstructured information flows have become an operational and ethical challenge, especially because search and AI are inherently connected. “Without the ability to find, trace or explain data, it’s impossible to govern it and, by extension, deploy AI responsibly.” Elastic, whose search platform provides Fortune 500 companies with contextual data in real time, advocates frameworks that emphasise transparency and disclosure. Businesses, Mr Wright noted, should be able to explain the purpose of their AI systems, the sources of their data and how they manage risk, without compromising security or intellectual property. He added that this kind of explainability depends on one key thing: context. “AI models are only as good as the data they are fed. Being able to sift through structured and unstructured proprietary data to feed AI systems with the right context is what enables accurate answers and trustworthy decisions.” He added that relying on a unified platform like Elasticsearch also eliminates friction, ensuring AI systems operate with consistent, relevant context.“Building trust depends on explainability and ensuring that the systems influencing people’s lives are being used safely and ethically,” Mr Wright said. “Beyond governance, robust data frameworks also unlock innovation by transforming proprietary data into a strategic asset. When companies can trust and understand their data, they can confidently experiment with new AI applications. From predictive analytics to personalised customer experiences, businesses can explore new methods without exposing themselves to unexpected ethical or operational risks.” He said that by doing this, an organisation isn’t just working to be compliant, or protect themselves from some of the AI errors we have seen arise in recent years – it can actually help with growth.“Strong data practices don’t just protect; they enable creative, responsible AI solutions that drive growth and competitiveness.”The deepfake dilemmaAs the government modernises with AI, threat actors are also weaponising this technology. Among the urgent risks are deepfakes – AI-generated media that mimic real people, blurring the line between truth and fabrication.Mr Wright noted that the pace of AI misuse is outstripping policy responses. “This makes real-time detection and anomaly tracking critical,” he said. “Elastic applies search analytics and AI to enhance visibility across data systems, helping organisations trace vulnerabilities and flag misuse – an example of how technology itself can underpin the safeguards regulators are still designing.”The road ahead Whether Australia eventually consolidates into a unified AI framework remains uncertain. But experts agree businesses can’t afford to wait. Mr Wright outlined a three-step approach that can help organisations prepare for the next wave of regulation:Build an AI inventory – catalogue all AI applications and classify them by risk. Foster a compliance culture – embed AI ethics and literacy across every level of the organisation. Invest in transparency tools – use technology that monitors and reports AI activity in real time. He argued that responsible AI begins with readiness, not regulation, and that organisations treating compliance as a catalyst rather than a constraint will be best positioned to innovate safely and sustainably. Ultimately, this approach transforms compliance tools into assets that deliver better outcomes at a lower cost, while enhancing performance.For now, Australia’s regulatory stance remains a work in progress, flexible enough to encourage innovation, yet firm enough to protect the public.
