Summary

This report details U.S. government allegations regarding sovereign efforts by China to acquire frontier AI intellectual property through industrial-scale espionage and theft. Such activities heighten concerns regarding a global AI arms race and the proliferation of powerful dual-use models without sufficient safety guardrails. The loss of control over high-capability weights increases risks associated with misuse, significantly complicating international efforts to establish unified governance frameworks for catastrophic risk reduction. These developments underscore the growing intersection of national security, cyber-safety, and the protection of foundational AI breakthroughs.
